An as-built drawing should describe the building that exists today—not the design that was issued months or years ago. In Abu Dhabi, that distinction matters when an owner is preparing a fit-out, legalising undocumented changes, renewing fire-and-life-safety records, planning an occupancy submission or handing reliable information to a future contractor.
Good as-built architectural and fire-and-life-safety (FLS) documentation gives the project team one coordinated baseline. It records room uses, escape routes, fire compartments, doors, stairs, service shafts and installed safety systems in a form that can be checked, updated and used for the next approval stage.
What are as-built architectural and FLS drawings?
Architectural as-builts record the verified arrangement and use of the completed premises. Depending on the building and assignment, they may include floor plans, reflected ceiling information, sections, elevations, door schedules, room names, accessibility provisions and key dimensions.
FLS as-builts add the life-safety information needed to understand how people are protected and evacuated. Typical information includes:
- escape routes, final exits, travel paths and exit discharge;
- occupancy and room-use information relevant to the fire strategy;
- fire and smoke compartments, rated walls, shafts and protected stairs;
- fire-rated doors, shutters and other opening protection;
- locations of fire alarm, emergency lighting, exit signs and firefighting equipment;
- interfaces with sprinklers, hose reels, hydrants, smoke-control systems and fire-fighting access; and
- legends, notes, revision history and references to supporting calculations or reports.
The required package varies by project. A small office alteration in Al Reem Island is not documented in the same way as an industrial warehouse in Mussafah or a complex facility near Khalifa Port. The submission route and drawing scope should therefore be confirmed before survey work begins.
Why a site survey must come before drafting
Redrawing an old PDF is not a true as-built exercise. The consultant should first review available approved drawings, previous authority comments, completion records, tenant modifications and facility-management information. A structured site survey can then compare the records with actual conditions.
The survey should capture material differences rather than simply measure visible walls. Examples include a fire door replaced with an unrated door, an exit route narrowed by storage, a partition extended above the ceiling, a smoke detector moved during a fit-out, or a room converted to a higher-risk use. These differences can affect more than the plan: they may change occupant load, travel distance, compartmentation, detection coverage, suppression design or smoke-control performance.
Laser measurement, photography and BIM can improve accuracy, but technology does not replace technical judgement. A coordinated Revit and BIM model is valuable only when surveyed information, assumptions and inaccessible areas are clearly recorded.
How as-built information supports Abu Dhabi approvals
The Department of Municipalities and Transport (DMT) describes Binaa as a unified platform for construction plans, technical reviews, permits and project progress, with a phased rollout across new and existing developments. DMT has also introduced an occupancy and legalisation programme that places particular emphasis on essential safety areas including fire safety, gas installations, structural integrity and lifts.
For owners, the practical lesson is simple: drawings should tell a traceable story. The team needs to understand what was approved, what was constructed, what has changed, and what is now proposed. A clean as-built baseline reduces uncertainty when responding to reviewer comments or coordinating with Abu Dhabi City Municipality, Abu Dhabi Civil Defence Authority (ADCDA) and other relevant entities.

- Assumptions look like facts: inaccessible or concealed conditions are shown without an observation note.
- Revisions are uncontrolled: reviewers cannot see what changed between issue stages.
- The next approval is not defined: drawings are produced before the team confirms the intended permit, NOC or inspection.

- Collect the latest approved architectural, structural, MEP and FLS records.
- Define the business purpose: fit-out, legalisation, occupancy, renovation, sale, asset record or authority submission.
- Confirm access to plant rooms, roofs, ceiling voids, shafts and all tenant areas included in the scope.
- Prepare a register of known alterations, authority notices and unresolved defects.
- Agree the survey accuracy, drawing scale, file format and BIM level needed by the receiving party.
- Require a discrepancy log that distinguishes observed, documented and assumed information.
